I also wanted to learn a foreign language some time ago (Japanese) and didn't know how to start. I got Rosetta Stone first and got the feeling that it tries to teach you only standard phrases that you can recognize. By following that course, I found it difficult to make my own sentences. What helped me was the "Pimsleur" course (I got the audio for it) which really made me understand the basics of the language. They say that if you can't speak the language in 30 days from when you receive your package they refund your money, but I didn't need that :).
